Every man, woman, and child in America is responsible for $55,000 of federal debt. This is because Congress lacks the moral courage to balance our Federal budget. When Congress budgets, they start with what was spent the previous year and add about 6% to it. This is called "baseline budgeting". Congress will sometimes reduce this growth and then call it a "cut". Only in Washington can an increase in spending be called a cut!

To change this, I support the penny plan. The idea of the penny plan is simple: cut one penny out of every dollar in total spending each year for five years. In year five you end up with a balanced budget.
